The Knox-Warren Special Education District (KWSED) is a joint agreement of seven school districts within Knox and Warren Counties cooperating to provide educational services for children with disabilities requiring specialized instruction.  It is our belief that:

1. all students can learn
2. all students have a right to receive a free, appropriate, public education (FAPE) regardless of race, disability, gender, religion, national or social origin
3. all students have the right to be educated in the least restrictive environment
4. parents are key participants in educating and developing plans for their child
5. all students have the right and responsibility to become a useful member of society and develop individual abilities.
